Rick was born on October 3rd,
1960 at Deaconess Hospital. Father Richard Hubbard and Step-mother Auretta Hubbard both
deceased.
Rick is a graduate of William Henry Harrison High School Class of 1979 and a
Graduate of Oakland City University with an Associate degree in Criminal Justice.
In 1985 he joined the Evansville Police Department. Both his father and his step-mother
retired for the Evansville Police Department prior to him joining. After graduating the
Indiana Law Enforcement Academy in Plainfield Indiana, he was assigned to third shift
patrol for five years where he received a Bronze Merit Award and the Red Cross Life Saving
Award; he was then transferred to Juvenile Investigations. After 2 years, he accepted the
position as Harrison High School District Liaison Officer. After 9 years, he went back to
Juvenile Investigations. He was promoted to the rank of Sergeant in 2004 and was
transferred to second shift patrol. Chief Brad Hill transferred him to commander of the
Training Unit and CALEA Manager. Serving in that position for 7

years, Chief Billy Bolin
transferred him to Grants Manager where he is currently assigned.
During his career, he was Chairman of the FOP PAL Camp and was Fraternal Order of
Police Lodge 73 President for 3 years. Then a State FOP Trustee for seven years. He was
awarded the State FOP Chris Anton Commemorative Award for Leadership in 1999. He has
attended several leadership schools and is a graduate of the Police Executive Leadership
Academy. Rick is currently the President of the Evansville Police Pension Board.
Rick was raised as a Master Mason in 2008 in the Newburgh Lodge #173 and joined the
Hadi Shriners in August 2008. He is a member of the Motor Corps Unit and was President in

While being proud to be a Shriner, he has served Illustrious Sir John Hudson as a
Potentates Aide, and on the Entertainment Committee. He is currently serving on the
Motor Corps Toy Run Committee, Shrinersfest Safety/Security Chairman and Beirstube
Chairman.
He is married to the most wonderful woman in the world, his bride, Barb for 17
years. They reside on Evansvilles Northside and are proud parents of three children,
Step-son Philip who resides in Haubstadt working at Scottys, Step-daughter Emilee
who resides in Lebanon, Ohio working for Rural King, and son Marc who resides in
Evansville who attends USI and works at Aztar. Rick and Barb live with and are
housekeepers to six four legged children, Gracie, Blizten, Pongo, Purdie, Onyx and Cooper.
They also have a wonderful granddaughter named Jadelynn age 3.
They are also members of Central United Methodist Church where he serves on the
Outreach Committee, Puppet Ministry, Slalom Committee and Fall Festival Booth Committee.
